General Objective: The overall objective is to provide a detailed review of the implementation of the SSP and enable the Commission to use the submitted reports as a tool for decisions on instalment disbursement and programme execution. The conclusions of the first review will be used to decide upon the disbursement of the first variable instalment (of €4 million) foreseen in May 2012; the conclusions of the second review will be used to decide upon the disbursement of the second variable instalment (of €5 million) foreseen in May 2013.
Key qualifications:
Expert 1- Team Leader/Economist-Senior-30 WD • MA degree or equivalent academic qualifications in economics/finance Or • At least 10 years experience in public expenditure management • Excellent communication and facilitation skills • Fluent English Professional Experience • Knowledge of EU assistance instruments, SWAPs, Sector Budget Support modality • Experience in budget preparation and implementation, in particular with regards to Government interventions in education, social and employment sectors • Experience in managing mixed/multi-cultural groups of technical specialists • Proven experience in transition countries and CIS will be considered an asset
Expert 2 – VET Policy -Senior-30 WD • MA degree or equivalent academic qualifications in a field related to education Or • At least 10 years experience in issues related to policy reforms in education (VET in particular) • Excellent communication and facilitation skills • Fluent English Professional experience • Proven work experience in policy formulation in education, in particular in issues related to reform of vocational education and training system as well as in fields related to socio-economic development and employment policies
Expert 3 – Labour Market/Employment -Senior-30 WD • MA degree or equivalent academic qualifications in the field of economics, employment or labour market Or • At least 10 years of professional experience in issues related to policy reforms in employment/labour market • Excellent communication and facilitation skills • Fluent English General professional experience • Proven work experience in fields related to socio-economic development and employment promotion
