LOT9 Framework Contract with the EC (Education, Employment and Social affairs):

Preparation of Terms of Reference for Education Budget Support Project, Kyrgyzstan, EC LOT 9

• Conducting appropriate meetings with the competent authorities, representatives of the wider stakeholders, communities concerned, other donors and relevant projects
• Assessing the current institutional setting and its potential to receive andsupport this project as well as the necessary changes and assistance that would be needed

• Assessing the relevant legal frameworks needed to support the reform and itsimplementation and the technical assistance that would be required to exploit this new legal framework or to foster the latter
• Assessing the current level and capacity to manage sound Education Strategyimplementation and determine the required assistance of the EC to improve this capacity
• Conducting a survey of the area with the support of the representatives of thecompetent authorities (who, by default, are mandated to hold discussions and take decisions)
