General Objective: The objectives of this final evaluation, which has been foreseen in the Financing Agreement, are: –To provide the decision-makers in the ACP Secretariat, the relevant external cooperation services of the EC and the wider public with an overall independent assessment about the performance of the SFP in ACP and OCT countries, paying particular attention to the impact of the programme actions against its objectives; –To identify key lessons from this programme and to propose practical recommendations for follow-up actions.
Key qualifications:
The evaluation team will be composed of 2 senior experts (92 wd total). The team should cover the following fields of expertise: – experience in the field of SPS issues in the fishery sector, including support to the public and the private sector: minimum 10 years relevant experience in, at least 3 ACP countires); – proven knowledge of HACCP (Hazard analysis and critical control points); – experience working on regional projects; – experience in evaluation of projects (minimum of 4 assignments for the team leader and at least 3 assignments for the other expert); – in-depth knowledge of project evaluation methods and techniques ; – knowledge of EC contracting procedure, working methods and project cycle management; – Project cycle management experience in the ACP region.
One expert should be designated as Team Leader. Both experts should have excellent report writing skills and have a full working knowledge of English. At least 1 expert should have a full working knowledge of French. At least 1 expert should have a full working knowledge of Portuguese. Language skills may not be replaced by calling on interpreter/translator.
