LOT1 Framework Contract with the EC (Drawing up terms of reference and/or assessing tenders):

 Technical Assistance to EC Delegation to Montenegro for the evaluation of offers for “Construction of Eastern Podgorica by-pass – Section 4” (EuropeAid/126523/C/WKS/ME)

• The global objective of the assignment is to contribute to economic growth in the Republic of Montenegro by improving the efficiency, effectiveness and safety of its transport facilities and services.
  
• The experts shall be invited by the Delegation of the European Commission in Montenegro to act as independent evaluators during the tender evaluation. The evaluators will participate in all briefing and evaluation meetings and provide an opinion on the substance of the evaluation.
• The independent evaluators shall evaluate the offers in a fair and impartial manner, maintaining strict adherence to the PRAG rules and contribute to the administrative, technical and financial evaluations of the offers received.
• The independent evaluators shall fill in and sign detailed evaluation grids, which are an integral part of the Tender Evaluation Report.
