LOT9 Framework contract with the European Commission (Education, Employment and Social): 

Consultancy for provision and management of social services in the sugar belt

• Analysis of the present local government structures, in relation with those prevailing in the sugar estates
• Conducting an assessment of the efficiency and costing of the social services structures and properties managed by the sugar estates and identify compensatory measures that might be required for their transfer to another entity or to the state 
  
• demonstrating possibilities of acceptability for EU funding or co-funding of their proposed model
• consulting extensively with all stakeholders, particularly Government, the sugar companies and the workers
