Educational Management Information System and Program Planning and Initial Systems Development in North Sudan, EC LOT 9

Description of activities:
  • In collaboration with the EMIS Design and Development Consultant, assist FMoGE in conducting a detailed user needs analysis related to EMIS information provision in the priority sectors of pre-school, basic education and secondary education.
  • Identify additional data required for inclusion in the EMIS, its source and any information flow mechanisms (e.g. population data for various levels).
  • In consultation with the EMIS Design and Development Consultant, develop an overall specification and concept for the EMIS, consistent with the information needs assessment and indicators within EFA and MDG frameworks. This specification should include the development of reporting functionality that supports the production of an annual statistical yearbook for various levels.
  • Assist FMoGE with the development of regulations and guidelines relating to revised EMIS roles and responsibilities, including data collection, verification, processing and management and analysis.
  • Support FMoGE in liaison with the central Bureau of Statistics (CBS), in the redesigning an annual school census data collection instrument, consistent with the information needs analysis and drawing on existing form designs, including that used for the education baseline survey.
  • Assist FMoGE with the development of procedures and guidelines related to completing the school census instrument by head-teachers and its verification by Locality and State officials.
  • Based on the school census data collection instrument, design a relational database for storing EMIS data for implementation within FMoGE and SMoEs. The database should incorporate coding schemes for geographical regions, schools and data categories, consistent with Central Bureau of Statistics codes where appropriate. The database should be suitable for use on a network or a standalone computer and allow storage of multiple years of data. The language of the database will be Arabic.
  • Assist FMoGE with the development of a training program for the implementation of revised regulations and guidelines at State and Locality levels, including the preparation of materials and training of FMoGE trainers.
  • Based on the school census data collection instrument, design an EMIS data entry system, linked to the relational database, for implementation within FMoGE and SMoEs, for use on a network or a standalone computer. Assist FMoGE with the development of a training program for the implementation of EMIS software within FMoGE and SMoEs, including the preparation of materials and training of FMoGE trainers.
  • Production of a technical manual, including details of system design and EMIS management and maintenance procedures and a user manual for FMoGE and SMoE staff.
  • Assist FMoGE with specific work planning related to EMIS implementation in FMoGE and SMoEs, including equipment and software installation, training, data collection and data entry activities.
  • Assist FMoGE with overall work planning for the  main implementation phase, consistent with the design proposal log frame and indicative activities and outputs, including developing an implementation schedule and milestones.
  • Develop procedures and guidelines related to EMIS database management and maintenance, and related EMIS functionality for: a) managing and maintaining data and coding schemes, including from one year to the next, and b) exporting data from SMoE EMIS and importing data into FMoGE EMIS.
